81. Prior to 1941 food, drink and tobacco was the most important class of exports. This class includes the exports of citrus fruits, which accounted for 77 per cent. of the total value of exports in the quinquennium 1935-1939. The following table shows the quantity and value of citrus fruits exported during the season 1925/26- 1944/45.

The almost complete cessation of citrus exports during the early war years was a severe blow to Palestine's citrus industry. The value of exports of citrus fruits dropped from £P.4,355,853 in the season of 1938/39 to only £P.3,511 in the season of 1942/43. In 1943/44 and 1944/45 the figures rose to £P.531,717 and £P.l,474,854 respectively.

The method of fixed valuation for customs purposes results in an under• statement of the va.lue of these exports. In 1939 this understatement amounted to over 20X of the value shown in the case of exports to the United Kingdom.
