venue department strictly so-called, it has been necessary during the war to take reasonable advantage of the revenue earning capacity of the Post Office. It should be recognised, however, that (as indeed is the case with other services also), while a number of charges have been increased since 1939, this was partly to off set higher costs of carrying out the relevant services and partly as a revenue measure.

The magnitude of the last item, "various", is due to the fact that it includes a "one-time" grant from His Majesty's Treasury of £P .450 ,000 from the war risks insurance fund; and a contribution of £P.400,000 from the Currency Board.

27. Table 9 on the next page shows receipts under the sections described above over the ten year period covered by table 3. For purposes of comparison a further analysis of the revenues with reference to the groups of Government activities into which expenditure was allocated in table 3 is given in table 10. In so far as is practicable revenue has been allocated to the group of •Government departments to which it is attributed by reason of the fact that it is either collected or earned by them, but no definite parallelism between the levels of revenue and expenditure is implied. The table illustrates, however, the relative weight of the different branches of Government in revenue collection.
