The expenditure on development services (viz : the agricultural, land, co-operative societies and labour departments), on public works, and on the remaining items of general services is designed to meet needs that are common to large aggregates of the population. In few cases are the final benefits of this expenditure capable of being isolated as increments to individual incomes. They are not therefore capable of being allocated between the communities.
