On the Jewish side only the elementary schools can be reckoned as truly public. These schools are directly controlled by the Va'ad Leumi. The secondary schools and training colleges nominally subject themselves to the Va'ad Leumi but receive little support from public funds whether taxes or rates.

There were also 1,504 Jewish pupils in non-Jewish (Arab) private schools, giving a total Jewish school population of 99 ,495.
The term elementary is here used to include infant classes.
40. The Arab public system has been directly administered by Government with growing cooperation by local authorities. The Jewish public system has been Indirectly controlled by Government through a central Jewish authority. Down to 1932 this authority was the Palestine Zionist Executive, which represented world Jewry, and thereafter has been the General Council of the Jewish Religious Community in Palestine as established by rules made under the Religious Communities (Organisation) Ordinance of 1926)**. This authority is the Va' ad Leumi. Its administrative machinery is described further in paragraph 79 et seq.
