conditions. The rate was fixed at 200 mils a bead in elementary grades, and 500 mils a bead in secondary grades. In the financial year 1939 / 40 the rates were halved for Arab schools in order to effect an economy. Since that year the number of schools in receipt of per capita grants has not been increased, but larger grants have been assessed on the basis of necessity and merit. In the financial year 1944/45 there were 143 schools in receipt of per capita grants-in-aid, distributed as follows :

51. During the war larger grants ("special grants") based upon need were given to i' number of nominally private schools which were fulfilling a public function in educating Arab children. Many o[ these schools are now being registered as public, if subject to a recognised religious authority and not conducted for profit.
The sums paid under this head for Arab education in the financial year 1944/45 were as follows:
