The General and Mizrahi colleges are assisted by the Va'ad Leumi and submit their top class to an annual examination, both theoretical and practical, conducted by the Vaad Leumi Department, on the result of which, combined with the college marks, a Teacher's Diploma is awarded. The Labour college does not submit students for the examination, and is not assisted by the Va'ad Leumi.
(f) FINANCE.
86. The schools controlled by the Va'ad Leumi can be classified, from the point of view of finance, into 3 main groups:-
(i) Schools maintained by the Va'ad Lettmi. These include
the elementary schools in Jerusalem, Haifa, Tiberias and Safad , the Labour schools in Tel Aviv and Petah-Tiqva, and 2 Training Colleges in Jerusalem.
(ii) Schools maintained by Local Education. Authorities with the help of grants from Va'ad Leumi.
These include the great majority of elementary schools and kindergartens in all localities except Jerusalem, Haifa, etc.
The Local Education Authorities are further divided into three groups:-
(a) Tel Aviv Municipality;
(b) Local Councils and Settlements not affiliated to the Labour Federation;
(c) Local Councils and Settlements affiliated to the Labour Federation.
(iii) Schools maintained by private or semi-private bodies, with or without assistance from the Va'ad Leumi.
These include all the secondary and vocational schools, 3 training colleges, and a number of private elementary schools and kindergartens.
This section cannot be regarded as fully public.
87. Complete figures in respect of revenue and expenditure in 1943/44 are not available; the following figures given to the nearest £P.1,000 are in respect of 1942/43.
