CHAPTER XVI.

Santa and the Archbishop of the Greek Catholic Church supervise schools of their respective denominations, while Orthodox Societies in Jerusalem, Jaffa and Haifa maintain important schools for children of their own community.

93. The majority of non-Government schools, Moslem, Christian and Jewish, receive a small grant in aid from Government, based on attendance. All such schools are under the inspection of the Department of Education, and must conform to the conditions governing the grant. The more important groups now receive larger grants (see paragraph 51).

Scout movement.

94. The Scout Movement which existed on a small scale prior to the War was reformed and greatly developed after 1920. The High Commissioner was Chief Scout and the late Director of Education was County Commissioner for the Palestine Association. There were Local Associations with Local Scout Commissioners. In 1936 the Association included 100 groups, consisting of 167 Scouters, 2,337 Scouts, 344 Rovers and 496 Wolf Cubs, a grand total of 3,344. The Girl Guides Association, which includes Moslem, Christian and Jewish girls, also progressed, and comprised 42 companies with 808 Guides, Rangers and Brownies and 66 Guiders.

Owing to the disturbances of 1936-39 and the War, Government imposed restrictions on scouting and there are now only 43 recognised Baden Powell troops with 1900 scouts.

The Hebrew Scouts Association which is under the auspices of the Vaad Leumi Department of Education does not conform with Baden Powell principles and is not in a satisfactory condition.

Hebrew University.

95. The University, opened by the late Lord Balfour in 1925, is housed in several buildings on Mount Scopus, Jerusalem. It is administered by a Board of Governors, its Executive Council, and a Senate. It comprises at present two faculties : (a) the Faculty of Humanities, which includes instruction in Jewish and Palestine studies, Islamic culture and Oriental languages , classical, and romance languages, philosophy, pedagogy, ancient, medieval and modern history; (b) the Faculty of Science, which includes
