In executing its functions under (a) and (b) the Vaad Leumi acts in collaboration and agreement with the Jewish Agency.
101. The Executive Education Committee. This is a committee appointed by the Vaad Leumi, and is composed as follows:-
1 representative of the Jewish Agency (Chairman);
3 representatives of the Vaad Leumi who in practice are chosen 'one from each of the three parties : General Zionists, Mizrahi and Labour;
2 representatives of Local Authorities : one for Tel Aviv Municipality and one for the Settlements.
A representative of the Government Department of Education attends the meetings of the Committee, but does not vote.
At present Dr. Soloveitchik, the Director of the Vaad Leumi Department of Education, is the representative of the Jewish Agency and is Chairman of the Committee.
This committee decides all details of administration, subject to the principles laid down by the Vaad Leumi, and to general Government control. These include :-
(a) drafting the annual budget for submission to the Vaad Leumi;
(b) opening and closing of schools;
(c) appointment and dismissal of inspectors, teachers and other education officers;
(d) teachers' terms of service.
In normal times, the Committee used to meet once a week, and exercised a considerable measure of administrative control. In the last two years, however, there has been a growing tendency for the Va'ad Leumi, or its own Executive, to deal with educational matters direct, and the Executive Education Committee has been convened less regularly.
102. The Va'ad Hahiinnukh: (Educational Council). This Council is appointed by the Va'ad Leumi, and is composed as follows :The Va'ad Leumi Director of Education (Chairman);
7 representatives of the Va'ad Leumi; 3 from the General Zionist Party, 2 from the Mizrahi Party, 2 from the Labur Party;
3 representatives of the Teachers' Association, one from each Trend;
1 representative of the Hebrew University;
1 representative of the Executive Education Committee.
