CHAPTER XVI.

(ii) The Education Ordinance, 1933*. In addition to powers conferred on Government by the Education Ordinance for the control of schools generally, there is special provision for control of "public" schools, such as:-

(a) general approval of syllabuses;

(b) examination and licensing of teachers;

(c) approval of teachers' appointments and salary scales.

(iii) Local authorities. The Municipality of Tel Aviv and Local Councils in the larger settlements are required to submit their budgets to the District Commissioners for approval. Further, in all such localities, and in a number of smaller settlements. Education Committees ham been appointed under the Education Ordinance, on which the Government Department of Education is represented. The degree of control exercised in this way is somewhat limited.

112. A Committee of Inquiry into the Jewish public school system, appointed by His Majesty's Government with the terms of reference set out below completed its enquiry in Palestine towards the end of December, 1945, but its report is not as vet (January, 1946) available :

To enquire into and make recommendations on :-

(i) the administrative machinery of the Jewish public school system, i.e. of the schools at present controlled and financed by the Va'ad Leumi and by statutory authorities established under the Education Ordinance , 1933, the Municipal Corporation's Ordinance, the Local Council's Ordinance or the Village Administration Ordinance;

(ii) the structure of the Jewish public elementary school and its relation to post-elementary (post-primary) education:

(iii) the present state of the finances of the Jewish public school system in regard to (a) revenue and (b) expenditure;

(iv) the terms and conditions of service applicable lo teachers in the service of the Jewish public schools and the means necessary to remove anomalies and increase the efficiency of the service in order that the teachers' terms and conditions of service may be more closely assimilated to those of other

public servants; .

(v) any other matter arising in the course of the investigation, if such matter in the opinion of the Committee would tend to the better ordering of, or increased efficiency in the Jewish
