128. Grants to local welfare schemes . The heterogeneous nature of the Palestine population precludes a common method of social welfare administration. While the policy of the Department is to delegate as much responsibility '" possible to the inhabitants of the country the extent to which the different communal or municipal organisations arc able to co-operate varies considerably not only as between communities but as between the same communities in different localities. In general, however, a clear duality of standards can be distinguished between the Jewish community services organised under their public institutions and the private facilities available for the Arab communities.

JEWISH WELFARE SERVICES.

12U. The foundation of Jewish welfare-services in Palestine is the Kollelim or 'congregations' of persons from the same origin in Europe grouped together in Palestine for religious study and spending funds collected in Europe for their communal maintenance in Palestine. Members of these organizations, now known as the "Old Yishuv", still receive support from collected funds. Similar in structure are the relief activities of the various oriental communities, excluding tile Sephardic community, which continue to dispense charity on traditional lines. In addition there is a large number of charitable societies some of which maintain institutions such us orphanages, old aged homes, etc. serving particular groups.
