163. In this interim report on the civil administration of Palestine, 1st July, 1920, - 30th June, 1921, (Command 1944 of 1921). Lord Samuel recorded that - "Progress is being made in combating the two maladies that are most prevalent in Palestine - malaria and eye-disease . . The schools are medically inspected. Special measures are taken for the treatment of trachoma, by which no fewer than 60% to 95%, according to locality, of the school children of Palestine are effected. A Travelling Ophthalmic Hospital treats numbers of sufferers from eye-diseases, both adults and children" .
The 1921 report of the Department of Health recorded 23,178 attendances of which 81.6% were in respect of trachoma ; 13% of the patients were blind in one eye and 4.35% in both. By 1924 six ophthalmic clinics were also in operation, followed by the establishment of village centres and mobile units. Attendances were as below•:-
1925 - 62 ,256 1928 - 147,954
1933 - 439 ,077 - there being then 7 town clinics.
1939 - J ,048,831 - there being then 8 town clinics and 3 special centres in towns.
1944 - 1,574,482 - there being then 41 ophthalmic treatment centres.
In addition to the work of the Government service the Ophthalmic hospital of the Order of St. John of Jerusalem treated very large numbers of Arab patients for the prevalent eye-diseases.
The following comparative table of work done in the ophthalmic section of the school medical service between 1925 and 1944 illustrates its beneficial results; the percentages can be com pa-red with the figures quoted from Lord Samuel's report on 1920-21 :
