(c) Very high percentages of decrease are found in Haifa subdistrict (51 %) , Nablus sub-district (40%); Jaffa sub-district (38%); Tulkarm sub-district (39%); Ramleh sub-district (34%) and Jenin sub-district (34%).

It seems not accidental that out of these six more progressive subdistricts, four have a very substantial and increasing Jewish population (Jaffa, Haifa, Ramleh, Tulkarm). Out of the other two sub-districts with a considerable percentage of Jews, Tiberias has also a low mortality rate, whilst only Nazareth has a rather high one.

178. As stated before, child mortality rates are a much more sensitive measure of progress in health and in standard of life than infant mortality. Therefore tables 15 and 16, have been supplemented by table 17 which shows child. mortality rates for 1927-44 :-

(a) in each of the three main towns, (b) in all other towns together,

(c) in the villages of each of the four more progressive sub districts of the coastal plain,

(d) in villages of all other sub-districts together and (e) in all Palestine.

Taking into consideration first of all the rural population, it appears from this table that from 1927-29 child mortality was very high and more uniformly distributed among the various subdistricts. At that time, in all sub-districts, about 40 children out of 100 died before reaching 5 years of age. At present the number of children dying before the age of 5 is 13 in Haifa sub-district,
