These factors give a lack of balance to the social economy of Palestine as a whole. The diastasis in the organism is emphasized by the fact that normally Jews employ Jews and Arabs employ Arabs. The serious problem of unemployment recorded befo.re the war would appear, where the Palestinian Arab was concerned, to be due less directly to Jewish competition than to the form of Arab economy with agriculture predominant.
208. The improvement in the conditions of life of the. Palestinian Arabs traced in this note is attributable to the administration of Palestine in accordance with the terms of the Balfour Declaration and the Mandate. In other words, it is attributable to Government measures, to Jewish enterprise and to Arab enterprise. To attempt to evaluate the respective shares of each would be invidious even if it were not impracticable. Except in conjunction with both of the others the contribution of none would have generated the driving force for social advancement.
