CHAPTER XVII.

81. A scheme for the voluntary adoption of a •system of ex-servicemen's employment tribunals to which disputes relating to the re-instatement and preference of ex-servicemen in employment may be referred for settlement has been approved. In present circumstances the tribunals appear not to be necessary, but they may be introduced at short notice.

TRANSITIONAI, FINANCIAL ASSISTANCE (TFA).

82. In order to assist the needy ex-serviceman over the difficult transitional period between his being released and his becoming resettled in a civil occupation a scheme of financial assistance (TFA) has been introduced. It is not 'relief' in the ordinary sense, nor is it a maintenance allowance. The basis of the assistance is a cash grant of £P.6 per month, to which is added a cost of-living allowance on the Government "family allowance" scale, with an overriding maximum for TFA of £P.17 per month. Payments in any case are not made for a longer aggregate period than 26 weeks, and the refusal to accept suitable employment is a. disqualification.

VOCATIONAL TRAINING.

83. A scheme of vocational training designed to provide suitably qualified ex-servicemen with an opportunity of acquiring skill in recognised trades or professions 'has been prepared and is now in force.

INTERRUPTED STUDIES.

84. A scheme which has been introduced for the provision of assistance in acquiring higher education is restricted to ex-servicemen who can show that they interrupted their studies in order to join the Forces, that they are of more than average ability, and that they are likely to profit from further education in making the best use of their talents.

RESETTLEMENT GRANTS.

85. The primary object of the resettlement grants scheme is to assist men and women who were in business or work on their own account before enlistment and who can show that they need help in order to restart in their former business or resume their previous occupation on their own account. The scheme is also intended, in suitable cases, to assist those disabled by war service to set up on their own account for the first time. The scheme is in no sense one of compensation for losses incurred through the war, but is intended to assist in resettlement by supplementing, within
