41. Haifa. A partial survey of housing conditions in Haifa was carried out by the City Engineer in 1944 and the information obtained tended to show that conditions in that city were similar to those existing in Tel Aviv. On this basis it would appear that about 7,850 rooms would be required to reduce the average density of occupation in the Jewish section of Haifa to two persons per room. This figure is probably an underestimate as, in the absence of detailed information, it has not been possible to omit from the average the low density areas which, while not contributing to relief of congestion have the effect of producing an apparent lower average density.
42. The smaller urban centres. Based upon information obtained by a survey, carried out for the Jewish Agency in 1942 by Mr. Ben Sira and Mr. Lifshitz, the sub-committee, to which reference has already been made, came to the conclusion that in eight Jewish urban areas the congestion was such as to require about 100 rooms per 1,000 of the population to reduce the density of occupation to two persons per room and that a further 60 rooms per 1,000 of population were required to replace insanitary huts and dilapidated dwellings. The following table (table 8) has been extracted from the report of the sub-committee and is accompanied by table 9 which summarises the information in descending order of density of occupation.
