88. For financing Jewish development in Palestine the following two funds, based on voluntary contributions, have been created by and are under the control of the Jewish Agency :
(i) Keren Kayemeth Leisrael Lid: (The Jewish -National Fund), established in 1907. Total contributions 1907-1945 (Sept.) £P.ll,862,000. This organisation is responsible for the acquisition and administration of rural and urban land in Palestine on behalf of the Jewish Agency. The land is held in perpetual trust for the Jewish people and is inalienable.
(ii) Keren Hayesod Ltd. (The Palestine Foundation Fund),
established in 1921. Annual expenditure 1944-45: £P.3,874,000. Total expenditure 1921-19J5: £P.19,977 ,000 including £P. 5,892,000 for agricultural settlement; £P.l,364,000 for urban developruent; £P.2,260,000 for education; £P.3,604,000 for immigration and £P.2,823,000 for public works. The control of this Fund was transferred by the Zionist Organisation to the enlarged Jewish Agency in 1929. The purpose of the Fund is to provide means for immigration, settlement in Palestine, security, industry, education and political work.
89. The Hadassah Medical Organisation constitutes an important source of voluntary contributions towards the development of Zionist health services. Hadassah , the Women's Zionist Organisation of America, was organised by the late Henrietta Szold. It is represented on the General Council of the World Zionist Organisation by two members and two alternates. The Organisation, which has a membership of almost 100.000 contributing the shekel, has a twofold aim; to foster Zionist education in America and to maintain specific projects in Palestine. The main institutions in Palestine are the Meyer de Rothschild - Hadassah - University hospital in Jerusalem, general hospitals in Haifa and Tiberias, and a tuberculosis hospital in Salad. The Organisation also undertakes preventive medical services and the feeding of school-children on a large scale, and is the fund-raising body in connection with Youth Ali'ya (see below). Receipts from 1918-1944 were some £P.3,500,000. Expenditure was about £P.3,200,000 on health and social work, including youth immigration; £P.612,000 were spent for educational and cultural purposes. Some £P.340,000 of this expenditure was contributed by other institutions but was administered by the Organisation.
90. W.I.Z.O. the Women's International Zionist Organisation, has similar aims to Hadassah , but concentrates more on infant welfare and like social services and on cultural activities.
