150. In December, 1940, the Jaffa Municipal Commission approved by a majority vote the recommendations drawn up by representatives of the Municipal Commission and of the "Association of House and Land Owners of the Florentin Quarter". The terms of the agreement were as follows :-
1. The two parties declare that in solving matters in future understanding and cooperation will be their aim.
2. The Joint Committee agreed that the Municipal Sub-Committee will recommend to the Municipal Commission, Jaffa, to write off the Municipal property rates and general rates due by the said quarters in respect of the financial years 1936/37, 1937 /38 and 1938/30.
3. The Joint Committee agreed that the Municipal property rate and general rates due in respect of the financial years 1930/40 and 1940/41 must be collected from the ratepayers of the said quarters, subject to payment in installments and the exemption of certain poor debtors.
4. The Joint Committee agreed that the Municipal Committee will recommend to the Municipal Commission to spend the collected revenue in respect of the financial years 1939/40 and .1940/41 on schemes in the said quarters after deduction of administration and contingencies expenditure proportionately.
5. The Joint Committee agreed that the Municipal Sub-Committee will recommend to the Municipal Commission to open a branch Municipal office in a suitable place in the said quarters when necessity requires to facilitate ratepayers' transactions.
6. The Joint Committee agreed that the Municipal Sub-Committee will recommend to the Municipal Commission that all scavenging labourers in the quarters under reference be taken from the inhabitants of the said quarters.
7. The Joint Committee agreed that the Municipal Sub-Committee will recommend to the Municipal Commission to accept that the scavenging services at the said quarters be annually carried out by tenders.
