tions. District Food Controllers in each of the six administrative districts direct the detailed application of measures of control. In 1944, which was the peak period of control, some 710 officers were employed in the Department, but the staff has subsequently been reduced by 216 to the present number of 494. This number is made up as follows :-

The high percentage of Jews is due to the fact that their technical qualifications are greater than those of the other two communities.
32. The articles specified in the list on the next page were, at various times prior to August, 1945, declared to be controlled articles. In August, 1945 it became possible to de-control certain commodities; those which were still under control on 1st January, 1946 are marked with an asterisk. The fact that a foodstuff is declared to be a controlled article has no immediate legal effect but merely gives the Food Controller authority to issue such orders as he deems fit in respect of that commodity.
