CHAPTER XXVI.

(b) Every 'wholesaler is required to maintain separate registers and must submit weekly returns to the District Food Controller in respect of every controlled article ; *

(c) The Food Control (Restriction of Movement) Order, 1944 ** requires all persons moving certain controlled articles, i.e. flour, sugar, rice, margarine, edible oil and soap to he in possession of a valid movement permit;

(d) Every importer or manufacturer of all foodstuffs must be registered with the Food Controller;

(e) The Food and Essential Commodities (Rationing) Rules, 1942***, limit the distribution of certain commodities on a ration basis at rates fixed by the Controller from time to time. The Food Control (Commodity Linking) Rules, 1942****, require every consumer in urban and semi-urban areas to be linked for the supply of rationed commodities with a retailer and, in rural areas, where there are no retailers, with village mukhtars. In November, 1942, consumers in urban areas were issued with books of points coupons and a number of points, fixed from time to time by the Controller, had to be surrendered to the retailer by the consumer in respect of a number of the more important foodstuffs. By the Food Control (Rationing) Rules, 1945 , the points system was abolished and replaced by a system of half-monthly direct allocations of restricted commodities to retailers, the quantities being calculated on the basis of previous average off take against points and the availability of the respective commodity. Coupons of a ration card are applicable only to sugar and rice and. occasionally, other articles available in limited quantities only, e.g., imported tinned fish and tinned cheese.

(f) Maximum prices for a large number of commodities have been determined and are enforced, with assistance from the Price Controller, under the Defence (Prevention of Profiteering) Regulations, 1944 .
