49. Leben, kefir, lebenieh and lebeneh are all produced .in Palestine from both whole and skimmed milk, and were declared controlled commodities with effect from November, 1942t, maximum prices, which are still in force, being fixed in October, 1943t t.

The manufacture of cream was prohibited in August, 1942t t t, as this is considered a luxury article and its production tended to curtail the supplies of liquid milk.

50. Milk powder was declared a controlled commodity in February, 1943 and was sold from 1944 onwards by Government at fixed prices. Tinned milk was declared a controlled commodity with effect from November, 1942 and maximum prices were fixed from time to time in accordance with the cost of particular shipments commencing September, 1944 .

OILS, FATS AND SOAP.

51. The Defence (Oils and Fats) (Limitation of Prices) Order, 1942 fixed maximum prices for all edible oils and fat produced from imported oil seeds. Local oils such as olive oil and sesame oil were proclaimed as controlled articles but were not controlled as to price. Imports of oil seeds for the manufacture of margarine, edible oil and soap are obtained through centralised purchase on Government account in accordance with quotas authorised by the world supply authorities. The movement within Palestine of edible oils, margarine and soap in quantities in excess of 50 kilogrammes is subject to permit restrictions.

FRESH FRUITS AND FRESH Vegetables.

52. The promulgation of the Food Control (Fresh Fruits and Fresh Vegetables) Order, 1943 introduced a strict system of licensing, movement and price restrictions. At the same time a system of free transport was instituted, i.e., payment of transport being made by Government; this was abolished early in 1945.
