The restrictions on the purchase and surrender of tubes and certain types of containers have now been lifted.

SCRAP METALS.

125. The Defence (Control of Scrap Metal) Order, 1942., the Defence (Control of Scrap Metal) (Maximum Prices) Notice, 1942**, and the Defence (Control of Scrap Metals) (Maximum Prices of Reconditioned Scrap) Notice, 1945*** provide for the submission of monthly returns of persons in possession of scrap metal; prohibit the use and sale of scrap metal without the authority of the Controller, and fix maximum prices for the various types of scrap metal. A comprehensive survey of the scrap metal available in the country was undertaken and an association comprised of licensed dealers and collectors was formed to regulate the trade under the supervision of the Controller. As a result of these measures the following quantities of scrap metal were made available to industry :-

126. The recovery of metallic tin from tinplate clippings by means of electrolytical detinning process; the recovery of pure soft lead and litharge from lead ashes and the recovery of zinc oxide from zinc ashes is carried on in a number of small workshops. The reconditioning of used machine and motor parts collected from military and civilian sources has been carried out by a specially formed company. These are either regenerated or used as new material for the manufacture of new spare parts. About 60% of the raw material used in the production of articles under the Palestine Consumer Goods scheme (see paragraph 7 4 above) and certain of the metal requirements for the Emergency Building Scheme (see paragraph 68 above) are provided from scrap materials, the more important articles being stoves, cutlery, beadsteads, perambulators, folding furniture, ice boxes, padlocks, hinges, and (from R.A.F. aluminium scrap) window frames and kitchen utensils .
