The Board was established under the provisions of section 2 of the Bearer Bonds (Establishment of Board) Ordinance, 1945, for the purpose of performing certain duties and discharging certain functions in connection with the issues of Government Bearer Bonds.
5. District Committees for Billeting and Accommodation.

A British magistrate.
Two, nominated by the District Commissioner from a panel of members appointed by the High Commissioner.
These Committees were first constituted in 1943 under Regulations 72A(9) and 72a(9) introduced in March 1943 under the Defence Regulations, 1939.*
The function of the Committees is to hear the complaints of persons aggrieved by the service upon them, or by the operation of, a billeting notice or a business accommodation notice.
6. Building and Town Planning Commissions**.
A. District.
The District Commissioner of the District. A representative of the Attorney General.
A representative of the Director of Medical Services.
A representative of the Director of Public Works. An officer of the Government of Palestine qualified in town planning duly appointed by the High Commissioner. (The Town Planning Adviser).
Such a commission exercises its functions in each of the six administrative districts of Palestine.

These commissions have been established under section 3 of the Town Planning Ordinance, 1936, to control building and town planning.
B. Local.
In town planning areas including a municipal area or any part thereof the Municipal Council is the Local Building and Town Planning Commission. In other town planning areas seven members are nominated under section 7 of the Town Planning Ordinance 1936*** by a District Building and Town Planning Commission; at least two of them are persons not being officers of the Government of Palestine.
