The Council was first appointed by the High Commissioner in December, 1941.
Non-official members :
The function of the Council is to act in an advisory and consultative capacity to Government in matters appertaining to agriculture in all its aspects and to examine and report upon all bills referred to it by Government prior to their being referred to the Advisory Council; and to recommend to Government the enactment of legislation specifically affecting agriculture.
The Council has not met since August, 1942, largely owing to the fact that its functions have been assumed by the wartime departments and their advisory bodies and by the War Economic Advisory Council.

The function of the tribunal is to determine disputes as to compensation payable for action taken in exercise of emergency powers in the case of
(a} any land of which possession has been taken on behalf of His Majesty, or
