(c) any work which has been done on any land on behalf of His Majesty, otherwise than by way of measures taken to avoid the spreading of the consequences of damage caused by war operations.

The Tribunal was first appointed on the 11th September, 1940, under section 10(3) of the Compensation (Defence) Ordinance, 1940*. In November, 1945, Mr. R. Copland, a retired British Puisne Judge living in Palestine, was appointed Chairman of the Tribunal in place of Mr. Mills.
