Appointed in December, 1945, to examine the reasons for the reluctance of private enterprise to build houses, including the legislation in force for rent restrictions and requisitioning, and to report whether. in equity to the landlords and without detriment to the interests of Government and of the tenants, any modification of existing legislation, or of administrative practice, could be recommended with reasonable expectation that private enterprise would thereby be stimulated.
