(d) The Housing Advisory Committee (Types of Buildings).

Mr. Ben Dor. Jalil Eff. Ijha.

Appointed in December, 1945, to examine the types, sizes and sites of a specimen section of dwelling houses erected since the 1st January, 1945; to report whether they are satisfactory, and to recommend, bearing in mind the high cost of land, the prevailing scarcity of materials and the need for providing living accommodation at an economic rental for the largest number of people in the shortest possible time, what steps should be taken to ensure that the standard of buildings erected in future is sufficiently high in respect of construction, appearance and accommodation.

21. Committee under Section 22(i) of the Income Tax Ordinance, 1941*.

The Committee consists of five persons of whom not less than three are persons who are not officers of the Government, selected by the Commissioner of Income Tax from a panel constituted by the High Commissioner. The panel consists of six Government officers and twelve non-official persons, of whom three are British subjects, five are Arabs and four are Jews.

The function of the Committee is to advise the Commissioner in cases where it appears to him that a company controlled by not more than five persons has not distributed to its shareholders as dividends profits which could be distributed without detriment to the maintenance and development of the company's business and the effect of such non-distribution is the avoidance or reduction of tax.

The panel was constituted in February, 1944.

22. Intoxicating Liquor Licensing Boards.

A. Licensing Boards for municipal areas.

Chairman: The District Commissioner.

Members: A representative appointed by the Municipal Council.

A representative appointed by the Director of Medical Services.

B. Licensing Boards for Districts (excludi11g mu11ic1:pal areas but including areas of Local Councils).

The District Commissioner.

Chairman: members :

Not more than two, not being officers of the Government of Palestine, appointed by the District Commissioner with the approval of the High Commissioner, and

A representative of the Director of Medical Services.

The Boards were first constituted in April, 1935, under section 13(1), (2) and (3) of the Sale of Intoxicating Liquor Ordinance, 1935** They are appointed for periods of three years.
