The function of these Boards is to recommend the grant or withholding of licences to deal in intoxicating liquor.
(a) In the case of a municipal area, the recommendation is made to the Municipal Council.
(b) In the case of a local council area the recommendation is made to the Local Council and in the case of a village or other rural area the recommendation is made to the District Officer in charge of the area.

23. The Jewish Cooperative Advisory Council*.
The Registrar of Cooperative Societies (ex officio).
Non-official members :
The Jewish Inspector of Cooperative Societies.
The Auditor of the Department of the Registrar of Cooperative Societies.

Fourteen persons appointed by the High Commissioner.
The Council was constituted in June, 1942.
The function of the Council is to act in an advisory and consultative capacity to Government in matters appertaining to the Jewish cooperative movement in all its aspects and to examine and report upon any legislation referred to it by Government.
24. The Jewish Settlement Defence Committee**.
A representative of the Inspector-General of Police. A representative of the General Officer Commanding.
A representative of the Jewish Agency.
The Committee was established in the Spring of 1939. Its function is, within the framework of general policy prescribed by Government from time to time, to determine the establishment of arms and supernumerary police necessary for the defence of Jewish colonies in Palestine.

25. The Land Transfers Committee*.

The function of the Committee is to advise the High Commissioner on matters relating to applications for the transfer of land under the Land Transfers Regulations, 1940.
