28. Motor Regulatory Boards.

Chairman:

A. District.

The District Commissioner of the District or his representative.

Official members:

Non-official -members :

The Superintendent of Police or his representative. The General Manager, Palestine Railways, or bis

representative. •

The District Engineer, Public works Department, or his representative.

Mayors of the Municipalities and, in some cases, Presidents of the Local Councils in the District, with the addition of not more than one or two other members of the public.

The terms of reference of the Board are as follows :

(a) To decide, subject to the approval of Government, on:

(i) the number of public cars and automobiles to be licensed in each district, including omnibuses;

(ii) the tariffs which are to be enforced by law;

(iii) To make recommendations in regard to composite passenger and goods vehicles whenever this is considered to be desirable, especially in respect of rural areas;

(c) To consider and submit recommendations to Government in regard to the provision of parking places for public motor vehicles.

Such a Board carries out its function in each of the six administrative districts of Palestine. The Boards were first appointed in 1932.

B. The Coordinating Committee of the District Motor Regulatory Boards.

Chairman: The Controller of Road Transport, or his representative.

Members: The Chairman of the District Motor Regulatory

Board in each District.

Member and The police officer appointed by the Inspector General

secretary: of Police to be the Central Licensing Authority for the purposes of the Road Transport Rules, or bis representative.

The terms of reference of the Committee are:

(1) To act as a co-coordinating body to the District Motor Regulatory Boards in order to ensure uniformity of policy,

(2) To deal with all matters regarding fares which affect, directly or indirectly, more than one District.

(3) To advise District Motor Regulatory Boards on all matters referred for advice to the Committee by District Motor Regulatory Boards or Government.

(4) To act as a link between District Motor Regulatory Boards and Government for the submission of recommendations regarding matters affecting policy.

The Co-coordinating Committee was established in January, 1945.
