35. The Road Board.

The Director of Public Works.

The General Manager, Palestine Railways. Four District Commissioners.

The Deputy Financial Secretary. Three non-official members.

Appointed by the High Commissioner in February, 1926, to formulate a policy and programme for the construction, maintenance and improvement of roads in Palestine.

The Board has not met since January, 1938, for security reasons.

33. (a) Rents Tribunals (Dwelling-Houses).

Rents Tribunals have been established in each District under the Rent Restrictions (Dwelling-Houses) Ordinance, 1940, as amended in 1941 and 1946*.

Each Tribunal consists of a chairman and three members selected by the District Commissioner from a list of persons respectively nominated by the High Commissioner for the office of chairman or member of a Rents Tribunal.

The functions of such Rents Tribunals are:-

(1) to fix a rent where there was no "standard rent" on the Ist of April, 1040, (in the case of dwelling-houses situated within any municipal or other area for which the High Commissioner may by order prescribe that date for the purpose of this definition or, in any other case, the 10th of February, 1940) by reason of the fact that the dwelling-house was not let on such date;

(2) to fix a rent where a dwelling-house has, after such date, been reconstructed by way of conversion into two or more separate dwelling-houses; and

(3) to increase or reduce "standard rent" by reason of additional furniture having been provided, or furniture originally provided having been removed.

(b) Rents Tribunals (Business Premises).

Established under the Rent Restrictions (Business Premises) Ordinance, 1941**, as amended in 1946, in each area to which the Ordinance has been applied.

Each such Tribunal is composed of three persons appointed by the District Commissioner from a list of persons nominated, in the case of municipal or local council areas, by the local authority, one of whom shall be appointed as chairman by the District Commissioner. (Failing nomination by the local authority the District Commissioner may appoint any three persons he may deem fit).

The function of such Rents Tribunals is to decide upon appeals from decisions of Rent Commissioners (appointed under the Ordinance) upon questions of the amount of rent payable and the terms or conditions of tenancy.
