The terms of reference of the Board are to receive and consider proposals for the carrying out of scientific and technical investigations which have as their object the furtherance of the war effort, or the development or improvement of the agriculture, industry and commerce of Palestine or the health and welfare of the country and its population.

The Board was appointed in February, 1945. Whilst advisory in character. it has authority to institute investigations within the limits of the budget granted to it by Government.

40. Board for the examination and certification of applicants for Certificates of Master, First and Second Mates, First and Second Class Engineers, and Able Seamen.

The Director of Customs, Excise and Trade. The Port Manager, Haifa.

The Port Manager, Jaffa..

The Chief Engineer, Tugs, Haifa.

The Board was constituted in February, 1935, to examine and certify applicants for certificates under Appendix I to the Ports (Sea-going Vessels) Rules, 1935*.

41. The Shipping Tribunal under section 10 of the Compensation (Defence) Ordinance, 1940.

The Tribunal is composed of three members appointed by the Chief Justice, of whom two are judges of the Supreme Court one being a. British Judge who presides. The third member of the Tribunal is a person appearing to the Chief Justice to have suitable qualifications. The Tribunal was first appointed in March, 1941. The function of this Tribunal is to determine disputes as to the payment of compensation in respect of the requisition or acquisition of vessels or the taking of space or accommodation therein.

The Director, Department of Labour. The Director of Social Welfare.

Miss J. M. Thompson, Principal Welfare Officer.

The terms of reference of the Board are to advise Government on all aspects of social welfare, to correlate the welfare work of the social service departments of Government and in general to advise on social welfare policy.
