Appendix 'B' (contd.).

The Board was appointed on 18th July, 1945, as a. temporary measure until such time as representative members of local communities can be added. The Board is, however, empowered to co-opt persons to participate in particular aspects of its work, thus providing the opportunity for interchange of ideas with a view to the promotion of co-operation between Government, local authorities and communities, and for the co-ordination of the work of voluntary and communal welfare organisations.

43. The Stamp Duty Commissioners.

Mr. A. L. Peters - Accountant General.

Mr. H. Kantrovitch - Administrator General.

The Commissioners have been appointed by order of the High Commissioner under section 3 of the Stamp Duty Ordinance* to assess and adjudicate the duty payable on any executed document. The first appointment of Commissioners was made in November, 1927.

The Committee was first appointed in March, 1928, to act as an advisory board to Government on such questions affecting commerce and industry as may be referred to it, and was reconstituted as above in December, 1940. It has not met since 1941. Its functions have been performed by the War Supply Board and the War Economic Advisory Council during the war. The Committee exercised certain statutory powers under the Customs Ordinance in respect of the grunt of drawbacks on exports end the regulation of imports of flour, wheat, rye, semolina and unrefined olive oil, acid or offal oils.

The functions of the Committee a.re to advise Government on all matters relating to the administration etc. of State Domain lands. The Committee was first appointed in November, 1939.
