The Jewish local authorities have long taken advantage of these powers; but it is only in recent years that the Arab local authorities in urban areas have been induced by officers of the Department of Education and District Administration tu undertake their responsibilities in this direction, by levying small education rates. Out of the 18 Arab municipalities 13 now impose an education rate varying from 7l% to 2% of the rateable values of buildings and occupied lands. The funds yielded by these rates are administered by the Local Education Authority through a Local Education Committee under Part V of the Education Rules (Drayton, Vol. III, p. 1818). *
