The Government of Palestine is the largest single employer in the country, followed closely by the Military Authorities. Government and the Military Authorities employ together something in the region of 80,000 persons.
The following table, showing the position in December, 1945, the last date for which detailed figures are available, sets out the main categories of persons employed by Government and their aggregate earnings :-

Arab employees constituted 67.5 per cent. of all employees and received 58.4 per cent. of total emoluments. Jews comprised 20.7 per cent. of total, but received 23.8 per cent. of emoluments. British personnel comprised 9. 7 per cent. of total and received 15.6 per cent. of total emoluments.
The apparent comparatively low percentage of Jewish officers and Jewish emoluments is somewhat misleading in view of the fact that Government subsidizes Jewish education and health services. Had Government expended sums thus contributed to Jewish education and health directly, the number of Jewish Government personnel as well as the salaries would have been higher than appears in the summary table.
