The estimated total deficiency in room units for the Jewish community is estimated as follows
Room units
a) Room units required to provide for natural increase since 1936 62,400
b) Room units required to provide for immigration since 1936 76,500
Total for Jewish Palestine 138,900
c) Deduct room units estimated to have been provided
in rural areas 25,100
Balance, being total required for urban areas 113,800
d) Room units required in rural areas to reduce congestion to two persons per room 8,730

In the case of the Arab community it is estimated that in the year 1946 housing requirements expanded as a result of natural increase by 6,500 room units in urban areas and by 16,000 room units in rural areas making an expansion of 22,500 room units in the year 1946.
