CRITICAL NOTES about the following page: A) Non-German citizens immigrated to Palestine from Germany. We STRONGLY suspect they were not accounted for as part of the Haavara Agreement (Nazis wouldn't have allowed it). Based on the 1933 to 1935 Jewish Agency publication, such immigrants accounted for one in seven immigrants out of Germany. That said, we believe the British Mandate granted them Labor certificates as if they were German citizens. B) Pay attention to how the British favored German Jews and allotted to them at least 10% of the Labor certificates (Aviva Halamish reported something similar in Palestine as a Destination for Jewish Immigrants, p. 126, 129, 146) way before Haavara was in the picture. Actually, after Nuremberg Laws were enacted in Sept. 1935 750 of the 1000 Labor Certificates were allotted to German Jews (here is a similar data from JTA report as of Sept 23rd, 1933) . It seems such a British policy was triggered when it noticed that the Jewish Agency was restricting German Jews' Labor Certificates; which is backed by evidence. Meaning it is the British who should take credit for saving German Jewry; not Zionists. Anyhow; this implies that least 10% of the 90,540 Jews who immigrated due to Labor Certificates, they were able to immigrate with or without the Haavara Agreement, and most importantly the Jewish Agency cannot take credit for "saving". C) We have every reason to believe that this affirmative action policy continued even during and after WWII, and we strongly suspect that this policy increased over time to account for German Jewish students and dependants as well. The British were keen to help German Jews and favored them with other types affirmative actions from the start, and the below document is a proof of it:
