Why Did Hitler Favor Zionists and Sustain the Haavara Agreement? A Puzzling Prioritization

Adolf Hitler's policies exhibited a striking, and often inexplicable, preference for Zionist interests, frequently overriding the concerns of established German Jewish political groups and even Germany's own national interests. While this prioritization might be understandable in the early days of Nazi power (1933), it becomes a profound historical enigma by 1936. At that point, the German economy had fully rebounded, and unemployment was at its lowest.

The Haavara Enigma: A Confounding Decision

The decision to continue the Haavara Transfer Agreement --even when its benefits to Germany had diminished-- has perplexed historians for decades. By 1936-37, the rationale for Haavara was significantly weakened:

A) Boycott Defeated: The momentum of the anti-Nazi international boycott had been broken by 1935-36.

B) Minor Emigration: Jewish emigration from Germany to Palestine was minimal. Less than 10% of German Jews emigrated to Palestine over seven years, many of whom would have emigrated regardless of Haavara (as noted by Yehuda Bauer in Jews For Sale?, p. 17, 35).

C) Negligible Trade Impact: German trade with Palestine represented a mere 0.5% of total German exports.

D) Economic Recovery: The German economy was robustly recovering.

E) Non-Replicable Policy: The transfer model could have easily been replicated with other countries to expedite wider Jewish emigration (Avraham Barkai, p. 264-266).

Hitler's Personal Intervention and the Warning

Despite the clear lack of economic necessity and the rising bureaucratic opposition, Hitler personally intervened to save the Haavara Agreement. By 1936, German bureaucrats were well aware of these facts, with documented internal discussions reflecting their concerns. Furthermore, Hitler was explicitly warned that continuing the Haavara Agreement risked contributing to the eventual creation of a "Jewish state."

Nonetheless, Hitler overruled objections from entities like the Reichsbank and others. His personal intervention preserved the agreement for several more years until U.S. President Franklin D. This act represents one of Hitler's most significant favors to the Zionists, strongly suggesting that the decision was driven by political, not economic, concerns.

The Propaganda Hypothesis

Israeli historian David Yisraeli argued that the Zionists provided Hitler with a crucial "propaganda shield" (The Third Reich And The Transfer Agreement, pp. 147-48). The existence of the Haavara Agreement allowed the Nazi regime to deflect international charges of antisemitism. This theory is plausible, given that certain Zionist leaders, like Ze'ev Jabotinsky, were known to have offered a similar political cover to Polish antisemites in the 1930s.

What Actual Steps Did Hitler Take To Favor The Zionists?

It must be emphasized that such a bridge loan by the Nazis was painful to the German treasury at the time. The German budget was under stress, as was the Zionists' budget at the time. Keep in mind that when Hitler extended this generosity to Zionists, American Jewry pulled the plug on Zionism, and their donations to Zionists were frozen until the late 1930s, when the American economy started to recover.

Nazis exempted Jews who immigrated to Palestine (to satisfy British Mandate entry Capitalist visa requirements of P£1,000) from currency export control rules, and on top of that, Nazis gave Jews a favorable exchange rate of RM12.5 per P£ (which was way below the market rate); a privilege that wasn’t even awarded to Aryans! In this regard, it is worth noting that Hitler often weaponized this fact (when he negotiated with Great Britain) to imply that a lot more Jews would have left not for this exemption, and how such a British policy depleted Germany's foreign currency reserves. Haavara transactions were exempted from Reich Flight Tax, which progressively increased for Jews leaving Germany (but not via Haavara); the tax started at 23% in 1931, then it was raised to 70% in 1936, 85% in 1937 & to 95% in 1939 on assets above RM50,000.

Nazis gave Zionists a monopoly on all German imports to Palestine, irrespective of race, nationality, or religion! Therefore, if you were either an Arab, an Aryan (yes, Palestinians had many Aryan German Tramplers living in Palestine for over 70 years), or a Jew living in Palestine in the 1930s, and you wanted to import German products, then your transactions had to go through Haavara! (Avraham Barkai, p. 252) Actually, this point in particular angered the German Tramplers in Palestine big time.

When it came to Hitler’s attention that Haavara actually could end up creating a "Jewish state" therefore losing Arabs’ support (especially after the Peel Commission was about to release its report), and most importantly it was proved to him that Haavara's advantages were no longer valid (i.e. German economy was full-employment by 1936) as it was the case early 1933. Zionist newspapers and their film industry were the only ones allowed to operate besides the Nazi press; all other press was banned. Zionists' major newspapers were only censored twice, although in General they were allowed to be critical of some Nazi policies. Once that was spotted, Zionists' papers were sold to Jews only (Zionism and Anti-Semitism in Nazi Germany, p. 119-122 & Jan C. Horak, p. 54). Nuremberg Race Laws explicitly stated that ONLY the Swastika and the Zionist flags were allowed to be raised in the Third Reich, which was praised in January of 1936 by Congress Bulletin (the organ of the American Jewish Congress, see 51 Documents, p. 121-122)

Haavara allowed all social security and pension payments to be transferred without deductions.

Haavara was allowed to evolve as a worldwide money transfer (similar to Western Union or SWIFT) as early as 1935, and money could be sent to German Jews from donations abroad, which continued during WWII (Adam Hofri, p. 104-5). From the Nazis' point of view, this may have become the most important part of Haavara since it could have been used to circumvent boycotts, money laundering & sanctions! Honestly, we admit that we are speculating here, and the proof is needed! More research should be done to rule it in or out!

When Jews were prohibited from entering Germany in 1938, the Jewish Agency continued to function until May 1941! (Zionism and Anti-Semitism in Nazi Germany, p. 276) Additionally, Haavara itself wasn't Aryanized like other Jewish banks and enterprises. For example, the Warburgs (a famous Jewish banking family from Humbug) who administered Haavara, liquidated all their assets at a loss of 94% and departed to London by late 1938.

Zionists were the only political party to be allowed to march with their own uniforms and to raise their flags, although German Jewish leaders explicitly asked Jews not to do so! (The Transfer Agreement, p. 175) Even the Association of German National Jews (a pro-Nazi German Jewish conservative group) was disbanded early on, and many of its members were imprisoned by the Gestapo (a hint: the group advocated the total assimilation of Germany's Jews).

Zionist institutions in Germany (such as Jewish Agency's offices, Youth Aliyah, training camps, newspapers, etc.) were all protected by the Gestapo during the Kristallnacht pogrom (Between Home And Homeland, p. 1); therefore, Zionists escaped the pogrom unscathed. During WWII, something similar happened.

To increase Zionists' labor immigration certificates (a.k.a. Category C, which was granted to the Jewish Agency by the British Mandate), Nazis allowed Zionists to set up over 40 occupational retraining camps! Zionists were the only non-Nazi parties allowed to operate in Nazi Germany! Pay attention to Betar's SS-like uniforms!

Conclusion

After examining several sources, we cannot help but conclude that Nazi leaders of all shades (from Eichmann to Goering, to Himmler, to Heydrich, to Mildenstein, to Alfred Rosenberg, to Germany's Ambassadors in Jerusalem in the 1930s, etc.) were fond of Zionism (even Eichmann himself learned Hebrew). What the heck, even Adolf Eichmann & company coined a special Gold Medallion in honor of this stunning mutually beneficial relationship! (The Seventh Million, p. 30) As if they saw in Zionism the German version of National Socialism! We don't profess we have the answers; we've just cited what we know. That being said, David Yisraeli's argument is sound and should not be discounted. Hitler might have thought continuing the Haavara Agreeement had useful utility in the propaganda sphere.
