Why Did Hitler Favor Zionists and Sustain the Haavara Agreement? A Puzzling Prioritization

Adolf Hitler's policies exhibited a striking, and often inexplicable, preference for Zionist interests, frequently overriding the concerns of established German Jewish political groups and even Germany's own national interests. While this prioritization might be understandable in the early days of Nazi power (1933), it becomes a profound historical enigma by 1936. At that point, the German economy had fully rebounded, and unemployment was at its lowest.

The Haavara Enigma: A Confounding Decision

The decision to continue the Haavara Transfer Agreement --even when its benefits to Germany had diminished-- has perplexed historians for decades. By 1936-37, the rationale for Haavara was significantly weakened:

A) Boycott Defeated: The momentum of the anti-Nazi international boycott had been broken by 1935-36.

B) Minor Emigration: Jewish emigration from Germany to Palestine was minimal. Less than 10% of German Jews emigrated to Palestine over seven years, many of whom would have emigrated regardless of Haavara (as noted by Yehuda Bauer in Jews For Sale?, p. 17, 35).

C) Negligible Trade Impact: German trade with Palestine represented a mere 0.5% of total German exports.

D) Economic Recovery: The German economy was robustly recovering.

E) Non-Replicable Policy: The transfer model could have easily been replicated with other countries to expedite wider Jewish emigration (Avraham Barkai, p. 264-266).

Hitler's Personal Intervention and the Warning

Despite the clear lack of economic necessity and the rising bureaucratic opposition, Hitler personally intervened to save the Haavara Agreement. By 1936, German bureaucrats were well aware of these facts, with documented internal discussions reflecting their concerns. Furthermore, Hitler was explicitly warned that continuing the Haavara Agreement risked contributing to the eventual creation of a "Jewish state."

Nonetheless, Hitler overruled objections from entities like the Reichsbank and others. His personal intervention preserved the agreement for several more years until U.S. President Franklin D. This act represents one of Hitler's most significant favors to the Zionists, strongly suggesting that the decision was driven by political, not economic, concerns.

The Propaganda Hypothesis

Israeli historian David Yisraeli argued that the Zionists provided Hitler with a crucial "propaganda shield" (The Third Reich And The Transfer Agreement, pp. 147-48). The existence of the Haavara Agreement allowed the Nazi regime to deflect international charges of antisemitism. This theory is plausible, given that certain Zionist leaders, like Ze'ev Jabotinsky, were known to have offered a similar political cover to Polish antisemites in the 1930s.

What Actual Steps Did Hitler Take To Favor The Zionists?

Keep in mind that when Hitler extended this generosity to Zionists, American Jewry pulled the plug on Zionism, and their donations to Zionists were frozen until the late 1930s, when the American economy started to recover.

(Zionism and Anti-Semitism in Nazi Germany, p. 276) Additionally, Haavara itself wasn't Aryanized like other Jewish banks and enterprises. For example, the Warburgs (a famous Jewish banking family from Humbug) who administered Haavara, liquidated all their assets at a loss of 94% and departed to London by late 1938.

Conclusion

After examining several sources, we cannot help but conclude that Nazi leaders of all shades (from Eichmann to Goering, to Himmler, to Heydrich, to Mildenstein, to Alfred Rosenberg, to Germany's Ambassadors in Jerusalem in the 1930s, etc.) were fond of Zionism (even Eichmann himself learned Hebrew). What the heck, even Adolf Eichmann & company coined a special Gold Medallion in honor of this stunning mutually beneficial relationship! (The Seventh Million, p. 30) As if they saw in Zionism the German version of National Socialism! We don't profess we have the answers; we've just cited what we know. That being said, David Yisraeli's argument is sound and should not be discounted. Hitler might have thought continuing the Haavara Agreeement had useful utility in the propaganda sphere.
