Haavara FAQs: How much did the Jewish Agency spend on rescuing Europe's Jewry from its budget during WWII? Why very little was spent?

We would like to examine how the Jewish Agency prioritized the rescue of European Jewry during WWII, while the remaining three million individuals were still alive in the ghettos and the death camps. To explore this, we reference the work of Dina Porat, one of Israel's senior Holocaust historians. It is worth noting that Ms. Porat’s research is based on primary documents from the Zionist Archives. We've validated our data and interpretations using additional sources. Furthermore, we have included a section at the end of the article where we confirmed our findings and interpretations using Google's AI, Gemini:

  1. Not only did the Jewish Agency (JA) allocate zero pennies from its enterprises, but JA also allocated 25% of its budget, much of which came from donations from diaspora Jewry and the Joint Distribution Committee --a.k.a. JDC. The rest (the other 75%), of course, went to build the future "Jewish state". What was tragically funny was that:

    A) What was actually spent on rescuing Jews was half of what was originally allocated. Meaning, what was spent was actually 1/8th of JA's total budget instead of 1/4th. See the expenditure table in Table 2, Dina Porat, p. 104. If you want a detailed independent analysis, we fed the JA's budget from the sources to Google's AI Gemini, and here is what it found, but hang on to your chair first.

    B) Much of what was spent by JA directly came from JDC. However, the Zionists in the United States accused the same organization, JDC, of treason and aiding the enemy during WWII, see The American Zionist Lobby, 1943-1945 by Aaron Berman, p. 128-29.

    C) The evidence proves that if any penny was spent on rescue efforts, the Zionist leadership made sure that those rescued Jews were heading ONLY to Palestine. We found zero evidence that any dollars were spent on any rescue scheme EXCEPT for Palestine. Actually, based on our investigation, the Zionist leadership attempted to frustrate and hinder any rescue scheme EXCEPT for Palestine.
  2. Herzl Died Thinking Israel Would Have Been in Uganda, not in "empty" Palestine
    The infamous 80/20 Split: We were stunned to discover that as the Jewish Agency was trying to raise funds for its Mobilization Fund (which was created to confront the possible Nazi invasion of Palestine from North Africa), its fundraising efforts failed at home and abroad since the threat from Erwin Rommel was eliminated by the end of 1942. This Mobilization Fund was used to pay the yishuv soldiers' families (who enlisted in the British Army), their training, and for the acquisition of ammunition for the defense of the yishuv in Palestine.

    The geniuses at the Jewish Agency Executive (JAE) came up with an ingenious strategy to fund the MF: what if the Rescue Fund (which was designed to rescue European Jewry) and the Mobilization Fund were merged into a single fund? Thus, the Rescue Fund could rescue the Mobilization Fund! Those geniuses at JAE allocated 80% of the donations for the Mobilization Fund (although there was no Nazi threat), and the Rescue Fund was left with 20%! Ladies and gentlemen, there you have it: that was the infamous 80/20 split!

    When the war ended in May 1945, the Mobilization Fund received 2.1 million, while the Rescue Fund was allocated 0.647 million. Note that only half of what was allocated for the RF was spent, see Dina Porat, pp. 73, 91 & 104. As you digest the earlier data, note: A) Much of what was spent on the Mobilization Fund was actually syphoned from donations that were solicited for rescuing Jews. As we have proven in another section, starving rescue funds is an old Zionist tactic that was deployed many times previously. B) The Mobilization Fund was focused on the yishuv troop deployment ONLY in Palestine (most of them served in logistics and guard duties), and all knew the threat from Rommel was eliminated by the end of 1942. Meaning, such high expenditure was not justified whatsoever, unless the training of the yishuv and their arms build-up were done to confront the real enemy, the Arabs, not the Nazis, a few years later. This is exactly what Tom Segev had uncovered after he examined the Zionist Archives (The Seventh Million, p. 83-4, 86-89 & 113). The Jewish Brigade wasn't designed to confront the Nazis, who were gassing their families in Poland, and this explains why the yishuv saw little action at war's end.

    As we shall prove soon, this cynical Zionist game was an open secret to Jewish communities in Palestine and abroad, which created massive distrust that ended up being leaked to the press during the height of the calamity. That by itself explains why the Mobilization Fund failed by the end of 1942: Why should the Jews fund mobilizing the yishuv's enlisted soldiers when the threat from Rommel was no more? Honestly, when we first read the details in Dina Porat's book (see Chapter 8, focus on pp. 73 - 84), we actually gave Zionists the benifet of the doubt and thought we had misunderstood Ms. Porat. We even asked Google's AI to double-check our interpretations!

    The Aliyah Bet Scandal: After the British imposed strict limitations on Jewish immigration to Palestine, see White Paper of May 1939, the Jewish Agency decided to smuggle Jews into Palestine illegally by funding and operating a secret Mossad program called Aliyah Bet. During WWII, close to 15,000 Jews were smuggled into Palestine due to this program. However, only under a thousand arrived in the critical last 29 months of the war, from January 1st, 1943, to May 1945, after the Holocaust was officially confirmed in late 1942. It should be noted that Hitler kept Europe's doors open for the Jews to leave until late 1941. Meaning, his policy until late 1941 was based on explusion; not genocide.

    Thus, while Europe's Jewry was hanging by a thread, during the last critical 29 months, Aliyah Bet spent 523,500. YES, ladies and gentlemen. The Jewish Agency spent 523,500 to save under a thousand Jews, while the last three million received 669,000 in the same period! On top of that, 60% of Aliyah Bet's budget was provided by the JDC. YES, the same organization that the Zionists in America labeled a traitor! After the war ended, the JDC provided much larger funding (close to 15M) for Aliyah Bet to transport the Jews from the DP camps to Palestine; many of them were intercepted and rerouted by the British to refugee camps in Cyprus. For more details, see Dina Porat's book, pp. 91, 92, and Table 2 on pp. 104.

    Honestly, we thought we must have made amistake somewhere, which is why it took us months before we published our results. Finally, we asked Google's AI Gemini to double-check our work. We fed Gemini the relevent chapters (8 & 9) from Dina Porat's book, and Gemini's findings were much more damning than we thought. Note that we got similar results with ChatGPT as well.

  4. Hitler's Message To The West: If Jews are such noble citizens and you care about them, how come you're not letting them in?
    To put things into perspective, let us compare what was spent on rescuing Jews at the moment of crisis with the size of cash deposits and what was spent by three Zionists' enterprises on building the state to be: i) Palestine was awash with cash during WWII and all (Palestinians & Jews) made money where cash deposits almost quadrupled between 1939 & 1945. For example, Dina reported 45 million in the yishuv's saving accounts, p. 88, but the real number could be much larger, especially at the height of the calamity. ii) In total, almost 12 million was spent during WWII by the two major funds (Foundation Fund and the JNF) plus 2.1 million by the Mobilization Fund, which was mostly funded from donations to the Rescue Fund, as we pointed out earlier. In other words, the vast majority of what was collected wasn't spent on rescue but on building the state to be (i.e., buying lands, building kibbutzes, buying machinery, security, armaments, schools, healthcare, ..etc), and what was allocated (but not spent; i.e., expenditure) for rescuing the Jews during the war (1.35 million allocated but only 669,000 was spent on rescue, see Table 2, p. 104) was either funded from JA loans (that was paid later from donations) or outright donation from wealthy Jews abroad, i.e. JDC-- see Chapter 8 in Dina Porat's book, and focus on p. 72-73 for details.

    Just in case you think this was based on incompetence and it was done based on good faith, keep reading; it was done by design. A hint: pay attention to Weizmann's letter in early 1938. Old habits die hard.

    Spoiler Alert #1: The Jewish Agency and JDC kept dithering for 8 to 14 months to approve a small sum as a down payment!

    Spoiler Alert #2: The Working Group was indirectly negotiating with the 2nd in command in the Nazi regime, Heinrich Himmler! After Stalingrad in early 1943, Himmler was looking for a way out. He saw the writing on the wall, and the Jews were his bargaining chip!

    Were the British so STUPID as to promise COMPLETE INDEPENDENCE to Palestinians in 1939 (who, of course, "didn't exist") while the Indians had been DREAMING of such a thing for 400 years?
    Right arrow free icon A few years later, in early 1948, the Jewish Agency made a $4 million commitment (a.k.a. a bribe loan) per year for 5 years to King Abdullah of Transjordan to sideline his opposition to the new state (see Simha Flapan, p. 138), and that was almost four million at that time. To put things into perspective, that was 600% of what the Jewish Agency spent on rescuing Jews (669,000) during the Holocaust. Now, allow this fact to sink in for a minute, and think how Jews' lives (in dollar figures) were valued by the yishuv! Now we have a baseline to compare with how Jewish lives were valued!

    Although 1.35 million was allocated for the Rescue Fund (see below, pp. 90-93), we were stunned that half (669,000, see expenditure in Table 2, p. 104) was spent when the war ended. What happened to the rest of the money, and why wasn't it spent on rescuing Jews? The IMPORTANT QUESTIONS are:

  6. Ship St. Louis Havana Port, 1939In May 1939, MS St. Louis in Havana was refused to unload its Jewish passengers in Cuba & US, and it was forced to go back to Antwerp. The Jewish Agency refused to give any of its passengers immigration visas to Palestine. Over 250 of the passengers perished during the Holocaust.
    Here is another fun fact: Let us compare what was spent by Zionists (from world Jewry's donations) in the last 29 months of the war (0.669 million) with what the War Refugee Board (WRB) spent in 14 months, which was 4 million. As you digest the earlier figures, keep in mind the WRB was credited with saving 200k Jews. Spoiler Alert: All of what the WRB allocated in its budget was actually spent on rescuing, feeding, and housing Jewish refugees!

    As we were reading Chapter 9 in Ms. Porat's book, we were stunned to discover how much the diaspora Jews (especially in Great Britain, Egypt, South Africa, and the US) distrusted Zionist leaders and how they unanimously demanded that rescue funds should be spent to rescue Europe's Jews irrespective Jews political affiliation, or their destinations (i.e. irrespective if the rescued Jews were headed to Palestine or not)! As if all knew well that rescue money would be stolen or diverted away from rescuing Jews! After reading these hard facts:

  8. Fake Valor: Why Did Zionist Jews Hoist Nazis Flag on Their Ships in the 1930s?
    The yishuv in mass was in favor of increasing rescue funds, and it was the Histadrut that kept pushing over and over to help rescue Jews at a time of crisis. Still, it was the Zionist leadership (who headed the JAE) who resisted all calls to increase the budget allocated for rescue; see the ending of pages 92-93 below. That being said, still, the proposed increases were mediocre given the size of the catastrophe.
  9. By mid-1943, it became clear to the yishuv (especially in the Histadrut's leadership) that little was being done to rescue Europe's Jews, the Jewish Agency Executive (JAE) said it in plain English: we are not in the business of rescue; we are in the business of building a state, implying that rescue efforts are the responsibility of other Jewish organizations! On the other hand, the JAE insisted on hoarding rescue funds as much as possible to make sure it will be spent on the future state to be! Thus, in practice, literally, Europe's Jewry was left high and dry! When the records and the budget were examined, it became crystal clear: spending any penny on rescuing Jews outside of Palestine rendered the whole Zionist project mute! Therefore, un-saving those unfortunate Jews, in reality, was good for Zionism! As sinister as it sounds, that explains how and why much of the rescue budget was diverted to building the state, wouldn't it? Inspect the case of the War Refugee Board and see for yourself how Zionist leaders fought it with tooth and nail! To Zionist leaders' chagrin, up to 200,000 Jews were saved! From the Zionists' point of view, 20 million dollars were diverted from their pool of funds!

    When you read Chapter 8 in Dina Porat's book, you will see how much the Zionist leadership resisted spending any money or resources on saving Europe's Jews. The Zionist leadership was laser-focused and practical: why spend money on those who would die; why waste valuable resources fighting the Nazis when the Gentiles (including many Palestinians and Arabs) seem to be doing a great job? And if Europe's Jews survive, they will be of little benefit to the yishuv; we (meaning Zionists) should think of the future (see the last couple of paragraphs on, p. 78), Zionism comes first! That is why David Ben-Gurion made sure that only a few of his men could see action battling the Nazis as WWII was ending; Ben-Gurion wanted his boys to be ready to fight the real enemy: that evil Arab!
  11. Fake Valore: Why did two of Israel's future PMs, Menachem Begin and Yitzhak Shamir, bomb WWII war efforts while their families were being gassed in Poland?
    At the height of the calamity, the political secretary of the so-called Rescue Committee, Herr Apolinary Hartglas, recommended treating European Jewry's fate as doomed, and all resources should be focused on building the future state. For more details, see Dina Porat, 245-6, Yoav Gelber, p. 591, and here is the exact text of his confidential letter. If we find out Hartglas' recommendation was adopted and implemented to the letter, would you be surprised? We were shocked that Rabbi Abba Hillel Silver seconded Hartglas' call by recommending cutting off food baskets to the ghettoes in the Fall of 1943!

  12. NY Times quoting David Ben-Gurion's official biographers EXPOSING how much he "cared" about Europe's Jews a month after Kristallnacht, especially about the Jews who chose to save themselves by immigrating to countries other than Palestine!
    We were stunned to find that what Dina disclosed here has been an open secret since the 1970s, 80s, and 90s. That being said, the Zionists moved the goalpost: the Zionists didn't do it intentionally. For the details, please read what David S. Wyman (in the Abandonment of the Jews) wrote in the footnotes section on page 176. We followed Mr. Wyman with our commentary to de-Habarara Zionists' Hasbara!
  13. It is worth pointing out that we have reached a similar conclusion even before we saw Dina's work. The Zionist leadership's internal communications are riddled with schemes that aimed to hoard as much of the rescue funds as possible, which goes back to the 1930s. For example, here is Chaim Weizmann's letter that was written in preparation for the Evian Conference in early 1938, see Post Uganda: Zionism On Trial, p. 153. Weizmann could not have made it clearer: devoting much of the rescue funds outside of Palestine would render the Zionist project mute. Therefore, what Herr Hartglas wrote at the peak of the calamity should be no surprise. We urge you to read Beit-Zvi's analysis (page 154) and Edwin Black's assessment as well; both analyses are second to none.   14. David Ben-Gurion envisioned that the Nazis' Nuremberg Race Laws would become the LEVER that would end up creating the "Jewish state," but how? Click the image for the details
    Here is a fun fact: in Germany proper (not the satellite states like Hungary), during the peak of the Holocaust, the Jews were able to bribe their way out to a neutral country, like Switzerland, for under RM6,000. This is how much a serious rescue budget would have made a difference. By the way, at the time, every RM20 was equivalent to one . Certainly, in the satellite state (like in Hungary, Bulgaria, or Romania), the bribes were much less.
  15. We were stunned to find a JTA report on Feb 16th, 1943, which cited that the Jewish Agency had anticipated the defeat of the Axis powers by the end of the year! Therefore, the Jewish Agency had allocated 10% of its annual budget ($4,608,000 eq. 1,000,000) to help transition the yishuv's life and economy from war to peace footing! To put this number in perspective, this insane amount, 1,000,000, was times and a half of what the Jewish Agency spent on rescuing Jews in the last two and a half years of the war! Spoiler Alert: this amount, 1,000,000, is three times what was allocated for rescue (not spent) for the entire year of 1943! For more details, see Dina Porat's book, pp. 91, 92, and Table 2 on pp. 104.

    Just think about it for a minute: why spend a lot of money to rescue Europe's Jewry when the war would be over soon? Remember, this happened when the last two million were still alive! Since the war ended 2 1/2 years later, may we know what happened to this money? How many Jewish lives were lost because of such policies? Who speaks for the dead? The Palestinian!

To prove that the Zionist leadership knew what they were doing from day one, how risky their policies were, it is worth citing Lenni Brenner, who cited Rabbi Stephen Wise in a speech at a World Jewish Conference at Geneva in 1934 (yes, eight years before the Final Solution). Wise attacked the Labourites (a.k.a. Labour Zionists or MAPAI) who had become the dominant force in Palestinian Zionism:

One leading Palestinian put it over and over again at Prague: Palestine has primacy. This conference must clearly state that while Palestine has primacy over all other factors in the equation, its primacy ceases when it comes into conflict with a higher moral law. (Dr. Stephen Wise on Policy of World Jewry, World Jewry, London, 24 August 1934 -- p. 395)
Why did Great Britain indict two of Israel's future PMs on charges of terrorism? Those evil British must have been "Jew-hating" antisemites!

Wise had identified the rot in the World Zionist Organization (WZO): the land of Israel had become far more important than the needs of the people of Israel. Labour Zionism had become, in the fullest sense, a utopian cult. They saw a new Jew in the old Jewish land as the only way for a Jewish nation to continue to exist. The real Jewish people, the millions of Jews of the Diaspora, were no more than a reservoir from which they would pick young immigrants to build their state. The Diaspora, as such, was doomed: either the Jews would be driven out, as in Germany, or assimilated as in France. With this strange perspective that Jewish survival stood or fell with them in Israel, the Zionists were driven to seek more from the Nazis to make their vision into a reality.

In the world of Zionists' lexicons, there is a name for what you just read: Catastrophic Zionism. YES, ladies and gentlemen. There you have it, Zionism is nothing but a messianic catastrophic cult, exactly as Shabbati Tzvi's catastrophic movement five centuries ago. Here is how Hannah Arendt framed it two years before Nakba.

Here is the unvarnished truth: the Haavara Agreement was executed for nine years nonstop with Hitler to save Zionism, and at the height of the calamity, the Jews were left high and dry by those who "valued Jewish lives the most." In the best-case situation, if this wasn't the worst display of Fake Valor ever, then we don't know what it is! At a moment of crisis, the Zionist leadership made sure that Europe's Jews were left with two options: either they make Aliyah to Palestine and join the yishuv, or go to Auschwitz; and lobbied feverishly like hell against any viable third alternative. Sadly, this continued even after WWII ended in the DP camps. That is why Zionism is a terrible disease of the mind, and the Jews, between all people, should help Palestinians eradicate it from its roots!

As you read the financial data below, please note that often Zionists gaslight by emphasizing how much was allocated for rescue. Although what was allocated was a fraction of what was collected to rescue Europe's Jewry. What is important is how much was actually spent:

  • p. 91 Note in the middle of the page how JAE faced a big conundrum: should they aid the Jews in the newly liberated areas in Europe, thus helping Jews to stay put in Europe (a.k.a. non-Zionist solution)? Or, simply do nothing regarding rescue? Of course, JAE concluded as of Oct. 1944 that its problem was no longer rescuing Jews, and it should focus on immigration and building its future state. Honestly, this was chilling to read. More on this on the next page. Anyhow, at the end of the page, note how much was allocated (not spent) on rescue efforts, especially from the so-called "rescue fund".
